The objections of the Consulting Engineers to the procedure now recommended by the Governor would however very largely be met if a comprehensive scheme showing what development may be and what may not be permitted could be laid down. There ought not then to be any very great difficulty in getting applicants to fall into line. The Government has already succeeded in in doing this

edin the case of the (apparently 411 advised) North Point scheme (see paragraph 14 above) and it will be seen from paragraph 5 of the Governor's despatch of the 7th of July that Butterfield and Swires have made tentative enquiries in regard to a scheme which will form part of the Hung Hom Bay project.
